The Pasadena City Council collected applications through Thursday, July 9, to fill a vacant Alternate Tenant Member seat on the Pasadena Rental Housing Board. No appointment has been announced, and no vote date has been scheduled.
The board oversees rent stabilization rules for more than 21,900 registered rental units across nearly 5,500 properties, according to the Rent Stabilization Department's annual report. The person appointed will serve the remainder of an unexpired term ending Saturday, May 24, 2027.
What the board does
The PRHB was established under Section 1811 of the Pasadena City Charter to administer Article XVIII, the voter-approved Fair and Equitable Housing Charter Amendment known as Measure H. Pasadena voters passed Measure H in November 2022 with 53.8% support.
The board sets the Annual General Adjustment for rent-stabilized units, appoints hearing officers for rent petitions, establishes its own budget, and maintains the city's rental registry. At its August 7, 2025, meeting, the PRHB set the current rent adjustment at 2.25%, effective through September 30, 2026. That figure is calculated at 75% of the annual Consumer Price Index for the Los Angeles–Riverside–Orange County region.
Who qualifies
Applicants for the Alternate Tenant Member seat must be Pasadena residents. Neither the applicant nor extended family members may have owned, managed, or held a 5% or greater ownership stake in rental units in Los Angeles County within three years of applying, or at any time after appointment.
The application required submission to the City Clerk's Office at 100 North Garfield Ave., Room S228, along with at least 25 signatures from residents in the applicant's council district and a financial-interest declaration that becomes public record.
An Alternate Tenant Member participates in board discussions but votes only when a primary Tenant Member is absent.
The Rent Stabilization Department, led by Director Helen Morales since 2024, administers the program day to day.
